MYHackathon, A Chance to Navigate Change Together In Digitalising Government Services

Change is usually brought forward by the shared goal of making something move. First year deployment projects by Marathon category winners of MYHackathon start with a theme that provides an initial objective. Now at the end of their one year, we are able to witness and debate their implementation in retrospect.

Plus, it is almost unheard of for any startup in either the ideation or deployment stage to receive a government agency as their first few clients. You would have to commend a lot of trust between the two parties, many conversations on bridging the traditional and the digital divide, and many reconciliation of ideas of how solutions should be implemented.

For the Marathon category of the MYHackathon programme in 2020, we focused on solutions that were able to pilot for a year. This is a hackathon programme with access to real national data in real implementing agencies and ministries in Malaysia, and with access to these collaborators as well, to validate their ideas into reality. It makes Malaysia’s First National Hackathon truly unique for the marathon category winners, as the living experience of working with the government agencies to improve government delivery is a rare chance and a big feat.

Part 1: At The Forefront of Education Through Innovative TVET Content via Virtual Reality, Providing Interactive Learning Content for OKU, ‘Pandai’ Solutions to Lighten Teachers Workload, and Creating the Culture of STI in the Metaverse.

The Pusat Sains Negara and the Planetarium Negara are spaces where conversations about Science, Technology and Innovation are made. At the time MYHackathon Pulau Pinang was receiving registrations; the problem statement included a call on how to increase public engagement for the institutions that promote Science and Technology Information (STI).

To increase engagement of the public in STI content, Niutecs Ventures Sdn Bhd deployed their winning idea, the Augmented Reality Management System (ARMS).

Their solution involved the Roblox Platform, and the virtual gamification approach had good results. It was able to attract more than 3000 visitors in a span of three months and achieve 1400 active players on the Roblox metaverse. Integrated with backend analytics, they were able to position Planetarium Negara and Pusat Sains Negara to 34.6 Million kids in the metaverse. As a matter of fact, MOSTI is the first government agency to have a metaverse on Roblox.

With a workforce of 14 people, NIUTECS Ventures Sdn Bhd expects that their solution will be able to double the traffic to the STI space. In fact, agencies under MOSTI that has adopted ARMS can also profile their visitors to specific segments to provide better engagement and better focus from their visitors. The profiling method further extends the interaction time to the metaverse platform up to 4 times longer than usual as well as to double the number of repeat visitors.

Schools have been urged to provide equal opportunities and rights to students with disabilities to gain access to learning. Sharing a vision with the Falsafah Pendidikan Negara (National Education Philosophy) that education is a right for everyone, OZEL Sdn Bhd or Team iskanDAR won MYHackathon Johor Bahru with their mission to bring digital solutions for deaf students. 

“We have developed a lesson book, Learn the Basic of Islam in Sign Language with ISKANDAR, which is an interactive book on the basic lessons of Islam for the Deaf OKU community especially children who are deaf aged 3-6 years old.” says their company representative. Digitalisation of lessons using the sign language is a game-changer for national special education.

The company is also confident that their solution is also useful during the pandemic. “(ISKANDAR) is suitable to be used during Home-Based Teaching and Learning (PdPR) because it is equipped with Augmented Reality (AR) mobile applications that can be used online.” Ensuring this pilot project’s success involved establishing cooperation with Persatuan Orang Pekak Johor (Society Deaf of Johor, SDJO) and Jabatan Pendidikan Negeri Johor (Johor State Education Department).

Interactive learning is another way to help promote Science, Technology and Innovation. In their winning pitch, ThinkersLab Sdn Bhd is convinced that us Malaysians love being hands-on. “Since Malaysians have high interest in DIY projects, thus this platform offers the basics of DIY projects in an interactive way to increase the interest in science and technology.” 

ThinkersLab Sdn Bhd or their digital solution also known as Mat Metro (Mekanikal dan Elektronik) created a virtual workshop teaching Basic Skills Learning Application using Augmented Reality (AR) and Virtual Reality (VR) Technology. “This project is very meaningful for Institut Kemahiran MARA (IKM) who stated that they needed more content as developed for Mat Metro,” said their company’s representative. 

Since winning MYHackathon Pulau Pinang and getting more than 100 users to use and test their product, they are sure that their product content supports their main stakeholders. In future undertakings, Mat Metro is proposing to upgrade their application by adding full VR features using the control functions of Oculus.

For CINTA, an app by Pandai, their main stakeholders are the 400,000+ school teachers in Malaysia, the Ministry of Education, and its agencies. Initially when pitched, only students can use Pandai, but now it finds its best side offering more value to teachers. The Continuous Improvement in Teaching App (CINTA) is a new module within the Pandai app that offers self-development content for school teachers. 

Traditionally, in order to fulfill their yearly Continuous Professional Development (CPD) requirements, teachers need to physically attend training events – so they had to apply for off-days, be away from school for long periods, and bear traveling and accommodation costs. With CINTA, teachers can now easily access continuous micro-learning materials made specifically for teachers, within the Pandai app.

Today they gain more than 1 million questions answered in the Pandai app on a monthly basis, and with each user averaging 57 minutes of use per day. At the end of 2021, Pandai secured its first-ever investment: a total of RM8.5 million in early-stage investment from global investors such as 500 Global, Y Combinator, Global Founders Capital, RHL Ventures, Soma Capital, Harvard, and more.

Anak2U would like to work with more corporate partners in the future, especially in the education group.

Since winning MYHackathon Pulau Pinang, Anak2U has been getting a lot of attention. Recently in July 2021, Anak2U Classroom was presented at the Takeoff Summit in Istanbul and the Azerbaijan Culture and Investment Summit in September and October. A month later, Albaghdadi, the largest online quran learning centre, launched a customised version of Anak2U Classroom through zammiluuni.com to the public.

Anak2U Classroom is a Learning Management System (LMS) that was created to resolve the problem of managing online classes during the remote learning period. Discussions with Bahagian Pembangunan Kurikulum (BPK) in the Ministry of Education (MOE) centered around how the system can fulfill examination requirements but also needing to fulfill security and data assurance requirements in general if it is to be used for full deployment. 

Anak2U is planning to keep working with the Ministry of Education (MOE) and understand what can be done to use Anak2U as a platform to deliver the Competency and Literacy Assessment (PKL) exam from next year onwards. Having worked with BPK from MOE, they were connected to Jabatan Pendidikan (JPN) as well as with teachers and question makers, to help validate and improve their product especially on question and quiz maker modules.

Part 2: Digitalising Healthcare Services by Planning for Family with Digital Pregnancy Book BukuPink, and Taking Charge Of Medical Records Tracking To Avoid Record Loss

Antenatal care or sometimes called pregnancy or maternity care is a periodic health check up once women are confirmed pregnant as early as less than 12 weeks pregnant. During pregnancy, it is most important to identify where the women’s health status is, to manage and set expectations on any medical complications and screen for risk factors that might affect the woman and the baby. 

Prior to this, it was a national challenge to transition physical pink books into a digital version. When MYHackathon Kuala Terengganu with its theme “Rakyat Sihat Sejahtera” was announced, BukuPink, an app for pregnant women that can store and track pregnancy records digitally became one of the winning ideas. 

Klinik Kesihatan Ayer Keroh had a chance to try out BukuPink for two months during their one year project deployment phase. It is the first digital pregnancy book and system deployed to any government owned clinic. Solving the issue of safekeeping for pregnant mothers and clinics, BukuPink hopes that their ambition to help clinics digitise physical pink books will be normalised to more clinics under their collaborator, the Ministry of Health (MOH).

AnakApp had a workshop with MOH for requirement gathering and requirement sign off, and after that it has been deployed in Klinik Kesihatan Tengkera, Melaka.

As for AnakApp, they want to help parents make sure that life is easier by having a digital version of the Buku Rekod Kesihatan Bayi. This idea was brought forward and has been chosen as the winning solution in MYHackathon 2020 under the same theme, “Rakyat Sihat Sejahtera”. Their digital solution aims to solve a pain point that no parent should have to go through: the loss of their children’s medical record document, and the hassle of having to regain it’s replacement. Without the document, children will have a higher chance of missing out on their vaccination appointments.

As a marathon category winner for MYHackathon 2020, AnakApp would like to make it clear that anyone who enters MYHackathon should be prepared. “If you are participating in a national-level hackathon, please ensure you have long-term perseverance and commitment to build something great for the Rakyat,” they said. There were several meetings done to ensure seamless coordination to make their pilot project deployment a reality, mainly with their assigned collaborator and government agency, the Ministry of Health (MoH).

Having successfully deployed their solution at local health clinics, AnakApp is elated. This app helps parents to shed light on their baby’s vaccination history and anthropometry data, structure their information and keep an eye on upcoming vaccinations. No matter where you are, as long as you have your phone with you, your baby’s medical records are just at the tip of your fingertips.

Part 3: A Digital Solution for Modern Businesses with New Companies and Better Incorporation, A Halal Digital Platform CoreHalal, An Quick Auditing Halal Digital Platform For Better Quality Assurance, and an IoT Smart Farming Solutions Platform

Boss Boleh is a Malaysian startup from Kuala Lumpur as well as the first Online Company Secretary in the country – participating in MYHackathon 2020 , winning the Penang leg of the competition. Their solution soothes a pain point for entrepreneurs, in an effort to provide convenience to setup and ensure compliance with Suruhanjaya Syarikat Malaysia (Companies Commission Of Malaysia). 

Regarding the challenges on building the online platform, this startup has seen a great share of legacy systems moving into the digital realm. Their representative said: “One of the main challenges was to try to automate the manual paperworks as Company Secretary, which involves a lot of variables since many cases are unique. Compliance practices are mostly manual and have been practiced for decades this way, it is a huge effort to try to digitalise this and we are only halfway there.”

Unswayed by this challenge, Boss Boleh sees a lot of potential in assisting digital shifts for companies. “There is still a lot to do but we can clearly see our direction on moving forward and a lot of digitalising will be coming.” Currently, the Boss Boleh service is featured on the MYStartup platform. This reflects their credibility as a startup company that is trusted to lead digitalisation of companies in Malaysia.

The CoreHalal team brainstorming on how best to understand the stakeholders of the Halal Industry

After much deliberation and live forum sessions with collaborators and stakeholders such as the Halal Development Corporation (HDC), CoreHalal will be launched in January 2022. CoreHalal initially opined that development of a halal digital solution was challenging, as there were no in-house industry experts. This was until they started working with the Inisiatif Padu Resources which helped them to understand the halal industry’s workflow better.

They aim to streamline the halal industry workflow through the centralisation of certification application process, the building of a portable auditing tool that provides quick access to auditing tasks, with the support for direct evidence upload as well as a certificate halal checker (CFC) for SMEs halal certificates. This digital platform will be available via subscription.

A winning digital solution in MYHackathon Kota Kinabalu that was initiated by SynxSoft Sdn Bhd, this halal digital platform aims to drive efficiency across the halal industry operations. “With the grant, we are able to set up and incorporate SynxSoft Sdn Bhd early this year. MYHackathon has given us a lot of opportunities to grow as a company – without MYHackathon, it would have been a struggle for us.”

HAVVA is designed for anyone to grow non-toxic food sustainably

A lot of people have tried to grow their own vegetables or be agropreneurs but many have failed as they do not have the full end-to-end farming solutions. For this, HAVVA puts 5 of the most effective and efficient farming techniques together, with tested, innovative and developed components and equipment to make it possible. Anyone without any farming experience is now able to grow their produce consistently like a professional by using HAVVA’s system.

Being a MYHackathon winner made it possible to help HAVVA to complete their end-to-end solution by providing a digital platform. Through this platform, they are able to connect potential users and existing users to their Smart Farming solutions. Currently, HAVVA as a product solution still strives to improve. They have taken on a SIRIM certification to ensure production improvement. Besides that, two universities, UniMAP and University of Malaya (UM), have assisted in research and development. 

This feature has helped them gain trust to run the IKTBN Indoor Farming project, PKPS Roof Top Project and the Manong Project. With HAVVA’s solution, they are confident that the nation’s food security will be ensured with the help of the best and complete farming solutions, as well as via reducing the carbon footprint in order to achieve a shared agenda of achieving a carbon neutral nation by the year 2030.

AgriData worked remotely to meet local farmers. They want to impact more communities especially in the rural areas and have set their sights beyond just Sabah.

AgriData is in the business of transforming the way consumers and businesses interact with their groceries. Connecting people and food with the use of technology, they’ve achieved traction. 15 tonnes of produce have been moved with their Gross Merchandise Value (GMV) amounted to RM150,000, both in a span of 4 months, and there has been an increase in their customer base with 100% growth month by month (MoM).

Their current focus is on key commodities that are high in demand, have a long shelf life and high market value. They start with empowering farmers and livestock breeders by going into profitable and stable contracts to buy their produce at fixed prices, as well as providing training and funding to these farmers to apply modern farming technologies to improve their yield and quality. These foods are then stored and transported to be distributed to their partnered businesses, which included modern retailers, traditional markets, food preparation businesses like HORECA, food manufacturers and their re-sellers.

They are planning to expand their team and are eager to look for more investors to provide the working capital, to realise the plans that they have. There are currently 3 versions of their mobile app that have been launched on both Google Play Store and the Apple App Store.

Part 4: A Safer Environment With The Help ofPublic Assets Maintenance System and The Detection of Potholes Using Artificial Intelligence

Malaysia Infrastructure Reporting & Assessment (MIRA) provides an integrated “end-to-end” service for the management and maintenance of public assets. It enables the public to report any damaged or unconducive infrastructures in turn enabling the authority to carry out public asset maintenance activities and monitor these activities directly. This includes asset inspection and valuation, generating maintenance reports as well as the calculation of maintenance costs in an integrated manner. 

As of November 2021, a total of 2,310 public assets have been registered from 10 different government agencies. As many as 600 inspectors from the Public Works Department (JKR) throughout Malaysia have been registered and nearly 50,000 discovery sheets have been recorded for initial inspection of relevant public assets. 

Furthermore, nearly 2,500 reports have been generated for the maintenance of public assets which then have been inspected and each report has a specific score and rating as well as improvement suggestions. It also has an estimate of maintenance costs involved. At the request of JKR themselves, MIRA will be rebranded using a new name which is Aplikasi Pemeriksaan Keadaan Aset (iPKAAT) and will be officially owned by JKR.

RoadPlus has been proven capable in tracking potholes and assuring them to be fixed within 24hours”, assured their company representative. Currently working with government agencies, municipals and road concessionaires, their main product—RoadPlus Data service is available based on an affordable on-demand basis.

RoadPlus integrates Artificial Intelligence (AI) technology in road maintenance and management system (RMMS), a systematic approach for planning, organising, directing and controlling the operations of maintenance. This solution includes an automated road inspection solution, a simple reporting platform and a one-stop cost effective solution which can be accessed through smartphones.

“The COVID-19 Pandemic is definitely a challenging time for us during our deployment as we are required to cross a few districts for our RoadPlus training and deployment.  Despite the delay, they worked on a few alternatives including the deployment to the Kuching region and subsequently conducting our training via online session and also some short video clips for education purposes.” It took RoadPlus 8 months to deploy officially with JKR Sarawak. This collaboration involved the enrollment of all 10 road maintenance units (RMUs) in Sarawak to RoadPlus. They now have the portfolio of digitising more than 2500 kilometres of roads and the fix of more than 70 potholes.

Part 5: Skills for Everyone, Supported by Career Progression Content and A Platform to Streamline Training Programmes for OKU

To be a nation that remains developed and progressive, Malaysia’s energy resources from various levels of workers and ages need the continuous training and upskill to enhance themselves. Recognising this gap, eLancar has a solution that won their place at MYHackathon Kota Kinabalu as a marathon category winner. 

With 10,000 hours of skills training available to 30 million Malaysians, eLancar is an analytical data platform that helps governments identify and provide skills coaching more effectively through appropriate training sessions. Besides that, this solution is also able to improve the internal processes that manage the skills upgrading programme. 

By the end of the first year of their pilot project, the platform already has more than 100 corporate mentors. eLancar has also been selected to join the Malaysian delegation to Expo Dubai 2020. eLancar expressed that they feel lucky to be coached by a team of experienced coaches and to have the opportunity to stand tall with other startup giants in Malaysia. Their potential is seen to be on the right track as these solutions are growing rapidly to equip Malaysians with the necessary skills for life.

The 6 months switch from MyOKU to MyPDK was a good lesson for Quad Lab to realise their newfound capabilities in developing SaaS based platforms.

The average person can have career stability, and the community of people with disabilities (PWDs) cannot be excluded from having one as well. To further strengthen the programmes that train, guide and rehabilitate the OKU community, MYHackathon Kuala Lumpur category winner, Quad Lab Sdn Bhd has developed a platform called MyPDK.

MyPDK is a platform developed to coordinate and standardise training and guidance programmes for the Community Rehabilitation Centers (PDK). This centre is regulated under the Jabatan Pembangunan Orang Kurang Upaya (JPOKU) under the Department of Social Welfare (JKM). The main goal of the MyPDK implementation idea is to transform PDK into a zero paper organisation and migrate completely to a digital platform from end to end, including in terms of the PDK programme management and operation. The MyPDK pilot project deployment is expected to have an impact on almost 565 PDK centers and 14,000 individuals with disabilities who attend PDK once the platform is implemented. 

Reaching this level of progress is definitely not an easy journey for Quad Lab Sdn Bhd. MyPDK took 6 months to finalise from their original winning idea which was MyOKU, a platform to digitise the affairs of the OKU community with the government. Nevertheless, this experience is something valuable for these startups so that they are not intimidated to face the dynamics and challenges of the future.

Part 6: Digital Relationships of The Future, Envisioning Child-safe Banking Solutions for Parents and Children, A Healthy Relationship for Groceries with Farmers and Livestock Breeders, and Creating Community-Based Retailers and Buyers

The COVID-19 pandemic has indeed demanded a lot from us to always practice SOPs and have safe social distancing. Adjusting the lives of parents and children during and after a pandemic, one startup realised that some transactions are best done online. This situation is seen as something that can be solved with Vircle, an idea from MYHackathon Kuala Lumpur’s marathon category winner.

Vircle is an application in the form of a digital wallet (e-wallet) that helps parents channel money transactions and monitor the expenses of their children who are still in school. Moreover, the children can also familiarise themselves with the digital money transactions. Children also can learn how to manage finances when they use the digital wallets emulating the various platforms used by adults.

Vircle was born out of an idea to help transform the lifestyle of family institutions of Malaysia, especially among families with small children. According to a Vircle spokesperson, the usage of this application is extended to schools to cultivate a culture of digital transactions from a young age as well as to encourage people with financial literacy. Since winning MYHackathon 2020, Vircle has worked closely with MOSTI and has been successfully deployed in 21 schools. In the near future, they are looking to work with the Ministry of Education Malaysia (MOE) so that Vircle can be used in national schools as well.

Malaysia has been introduced to the concept of a National Digital Identity for over 20 years but the take up rate by the public has been negligible. National Digital Identity (NaDI), winner for MYHackathon Kuala Lumpur is a cradle-to-grave solution designed to accelerate the implementation of a nation-wide government identity platform, allowing different access levels for users accessing government digital citizen services. This team has successfully completed and tested the final prototype for NaDI ahead of time in July 2021. 

FortNynja has developed and trialed a single web application that incorporates corporate grade identity verification, and with modularised features for agencies to drag and drop services on their platform. Not leaving out security, a functional dashboard tracking of identity access control at the individual level is available that can be further enhanced using Blockchain technology to increase security and transparency.

This was met with the collaboration of their nominated government agency, which was the Bahagian Kanak-Kanak (BKK) under Jabatan Kebajikan Masyarakat (JKM), which at the time had interest to minimize and streamline the documentation process for the Anak Pelihara program under their ministry. Progress for NaDI and their collaboration with the Ministry is still ongoing.

The ZHUZH team has ambitions to connect markets directly to drive commercial sustainability off the bat.

ZHUZH aims to create a platform for urban and community farms that enables them to connect to community-based retail and buyers. Their solution focuses on agriculture and food security, and they want Malaysia to ensure that there is no hunger and malnutrition amongst the Rakyat. 5 agencies have participated in discussions with ZHUZH, including the Ministry of Agriculture and Food Industries, the Ministry of Federal Territories, the Ministry of Housing and Local Government, and Kuala Lumpur City Hall (DBKL)

A farming module MVP development was finalised by the end of October 2021.This is followed by their engagement with five pilot urban farm sites who have joined the platform, located in Taman Desa, Keramat, Cheras, Kepong and Sungai Besi. A collaboration was also made with Hijrah Warrior Mart, an initiative undertaken by the Kuala Lumpur City Hall, who have produced high value products from urban farms and provided employment to the homeless. They will now use ZHUZH to better their operations. 

A major feature of ZHUZH is to address market linkages, where the output of community farms can be monitored to see what are the gaps in supply according to community F&B demands. F&B outlets can see what are being grown and harvested. This encourages futures buying as this information sharing module is to further facilitate efficient supply of products. Another extension of features is the opportunity to integrate food waste collection planning, which will be great news for farms with composting capacity. There are also plans to include carbon credit in the product design, in response to the government’s commitment to become a carbon-neutral nation by 2050.

Maximum Impact to Measure and Improve

The first year for any endeavor, habit, or vocation is the most definitive phase. Winning MYHackathon teams in the Marathon Category have completed their one year pilot project deployment. We have 18 startups stories, which are a lot to learn from, and it is an opportunity to provide hindsight. We must learn from their success stories and their challenges, as these reflect the reality of our efforts in digitalising government services delivery. 

Looking forward, let us all be realistic in how we approach change. Different solutions have different outcomes in the end of their pilot project deployment, accordingly with the problem they want to help solve, and with the collaborating agencies and stakeholders they deal with. Constant calibration of action is needed, with some teams deciding to pivot their solutions to suit the rapidly changing reality. In other words, startups and companies in MYHackathon have to adjust their sails in order for their solutions to reach the desired goal.

We all have room for improvement and a chance to push towards better performance. We always believe that good startups deliver results, but better startups will have the growth mindset, motivated to perform in the midst of change. MYHackathon is good evidence that the Rakyat can contribute to the nation in our many different talents and skills, and we look forward to meeting more exemplary winners to take up the challenge of digitalising government services.

MYHackathon Graduation Stories, Overcoming Challenges Together for More Grounded, Better, Sharper Solutions

National level challenges are unique. In an ideal world, government services will have a straightforward approach. When people come to government services, they expect their forms to be processed, documentation affairs to be dealt with. We appreciate a smooth experience when receiving government services. In different shoes, frontliners and officers working in the government would also appreciate processes that are streamlined better for their user’s experience. 

In 2020, the Ministry of Science, Technology and Innovation (MOSTI) took on the bold step of creating a hackathon. One of the key pillars of the MYHackathon programme is that it focuses on the use of technology and digitalisation as a means to improve the delivery of key public services to the Rakyat. Due to the ongoing pandemic, this series of hackathons (6 in total) was run 90% online. Participants were invited from all walks of life, from students to entrepreneurs and also innovators.

All factors were taken into consideration, including the context that these teams were essentially pitching to as Business to Government (B2G). Ideas that were highlighted by all winners are solutions that have been through a rigorous judging process by credible judges and experts in various fields of startups, company, and government professionals. The bigger challenge is now for the winners to validate their solutions by completing a pilot project.

One of the problem statements in MYHackathon included a call on how to increase public engagement for the institutions that promote Science and Technology Information (STI) for the theme “Inovasi Asas Pembangunan” for MYHackathon Pulau Pinang.

Building their team with the mindset of growing as a company since Day 1, NIUTECS VENTURES SDN BHD started aggressively with a 14 sized team, training interns in the new Roblox and Metaverse Game environment scripts.

They, as a solution, are the Ministry of Science, Technology and Innovation (MOSTI)’s digital community developer and manager by building game metaverses and enabling the ministry to grow, profile, manage and constantly engage their community through gamification digitally.

With this concept, government agencies will no longer be behind in marketing to communities as the platform enables them to conduct digital marketing as well as utilising and leveraging the core of the Metaverse environment.

As of now, they are looking for their next Seed Round to go Regional and build the community visitors by 1 million by the year end. Currently, they are presenting to Petrosains and Hong Leong Bank Berhad for expansion.

Modernising Social Welfare Processes Powered by Digitisation

MyPDK is a platform tailor by Quad Lab Sdn Bhd made for the Department of Social Welfare (JKM) to manage and streamline their Pemulihan Dalam Komuniti (PDK) Program which was created by the Disabled Development Department (JPPWD) and the Department of  Social Welfare (JKM).

A strategy in the development of local communities for rehabilitation, training, education, opportunities equalization and social integration of people with disabilities, MyPDK’s goal is to enable the PDK Program to move towards being ‘paperless’ and fully digitalise the end-to-end spectrum of the PDK Program management and operations.

“The original idea that was pitched was called ‘MyOKU’ but the idea was not able to be further developed due to circumstances whereby similar projects were already underway within JKM. Despite that, another area was identified which needed improvement which was the PDK Program – hence MyPDK was born.” Still recognising that the team has the needed service and experience with the collaborating agency, this pilot project will be rolled out by the end of this year. Once it is fully implemented, it is targeted to impact nearly 565 PDKs and 14,000 disabled people who are attending the PDKs.

Keeping Track of Women’s Health Services with Antenatal Digital Record

In every country, women are respected figures and are the backbone of the society because they naturally give birth to our future, strong, and healthy generations. This, the phase of pregnancy is an important phase and should be given ample attention so the process will be experienced easily by all mothers.

Understanding this, this aspect is given emphasis through the problem statement of the MYHackathon 2020 series for Kuala Terengganu, “Rakyat Sihat Sejahtera”. A winner of this series is the BukuPink solution, an app for pregnant women that can store and track pregnancy records digitally. BukuPink is an antenatal digital record tracker and an app that is dedicated to help mothers-to-be.

With BukuPink, this solution helps clinics to digitise physical pink books that are currently in use for pregnant mothers and to enable clinics to safely store them for safekeeping. Prior to this, it was a national challenge to transition physical pink books into a digital version that came to be BukuPink.

By far, BukuPink has been deployed to Klinik Kesihatan Ayer Keroh on November 2021 for a 2 month testing period and is the first digital pregnancy book and system deployed to any government government owned clinic.

Facilitating the First Year of A Human: An Electronic Version of Baby’s Medical Records

AnakApp is designed to digitise the physical copy of the Buku Rekod Kesihatan Bayi dan Kanak-Kanak and aims to mitigate the common problem of losing valuable medical records.

This app helps parents to shed light on their baby’s vaccination history and anthropometry data, structure their information and keep an eye on upcoming vaccinations. No matter where you are, as long as you have your phone with you, your baby’s medical records are just at the tip of your fingertips.

Having successfully deployed their solution at local health clinics, they can monitor the user’s behaviours throughout the testing period. From here, they will further refine the product and work closely with the ministry to scale and deploy their products to more health clinics. In the meantime, they’ll continue to look for collaboration with potential partners who can help them outreach their products to more users.

Accountability In Practice with Digital Records of Public Assets Management and Maintenance

Malaysia Infrastructure Reporting & Assessment (MIRA) provides integrated end-to-end services for the management and maintenance of public assets.

MIRA consists of 4 core components consisting of Complaint (Aduan), Assessment (Penilaian), Reporting (Laporan), and Intelligence (Kepintaran) or simply ‘CARI’.

It integrates the complaints system of various government agencies to provide an easy access for the people to lodge complaints of damaged public assets. As of November 2021, 2,310 public assets have been registered into the app from ten different ministerial departments. Around 600 examiners from JKR have been registered on this same app.

With this, it enables public asset maintenance activities to be carried out and monitored directly including asset inspection and valuation, production of maintenance reports as well as the calculation of maintenance costs in an integrated manner. Close to 50 thousand discovery sheets have been recorded for initial inspection of public assets, and it enabled almost 2,500 generated reports for completed inspection of public assets. 

All generated reports have a score and rating, and the app includes suggestions for improvement, and an estimated maintenance cost. The MIRA app is currently available in two versions which are web and mobile.

This MYHackathon winning solution is now being adapted by the collaborating government agency. MIRA will be rebranded to the Aplikasi Pemeriksaan Keadaan Aset (iPKAAT), a request made by JKR themselves. JKR will now take on the ownership of the MIRA/iPKAAT app.

Making The Best Out of The Lessons

The reality of digitalising government solutions is that it takes more than just a solution. Everyone has ideas. We use ideas everyday, and we improve upon them from time to time. It involves the education of change and processes for all collaborators and implementers. It involves continuous learning, challenging assumptions and to have the willingness to change to achieve a productive outcome.

MYHackathon is an initiative under the Pelan Jana Semula Ekonomi Negara (PENJANA) to tackle big and real national challenges in serving the Rakyat. It is a great event to experience and we are thankful to be part of a hackathon where it’s winners have the tenacity, patience, and ability to attempt solving these challenges. 

We believe that Science Technology and Innovation provides some solutions for these problems. We all know the many methods, and we look ahead to create plans. We also believe in the Rakyat. Solutions mean little, if they cannot be implemented and the people cannot benefit from our big ideas. For the marathon category winners in MYHackathon 2020, We appreciate and celebrate their commitment, efforts and sacrifices in the marathon journey as they realise their solutions till the completion of the pilot project stage.

Well done and congratulations to the first cohort of MYHackathon 2020. May their dedication be an inspiration for all Malaysians to create more digital innovations in the next edition!

All 1800 MYHackathon participants had at least 10k hours of mentoring & coaching. With the deliberation of more than 100 shortlisting judges, 123 finalists were identified.  At the MYHackathon 2020 online Final Pitch, the help of 60 final judges made it possible for MYHackathon to meet its 37 winners.

Since becoming winners of MYHackathon 2020; 19 Marathon category winners have been developing their pilot solution using a total of RM5.4 million disbursed under the PENJANA Initiative.

MYHackathon 2020 commenced in October 2020 and the 36 winners have milestones to deliver within the following year of their win. This initiative is led by Cradle Fund Sdn Bhd (Cradle) as the main secretariat, supported by Malaysian Global Innovation & Creativity Centre (MaGIC), Malaysian Administrative Modernisation & Management Planning Unit (MAMPU), UniMAKER, Telekom Malaysia and local state partners.
